"The Great War" c128 game

So, has ANYONE ever actually seen this game??  I remember reading about it years and years ago in a Commodore specific magazine, (Ahoy I Think), but have never laid eyes on it.

I don't suppose it's related to the 64 game, Russia: The Great War in the East, 1941-1945?
