C64 Preservation "Project"

Im a little confused.  This person wants you to scan your originals, and send the image to him.  He doesnt post links to download the files (that I can see).  Is this "preservation", just for him?

In that case, I have a Commodore Hardware Preservation site Im working on.  Send me your hardware. :/

That's Pete Rittwage's site and the C64 Preservation Project isn't a scam. Much like the people behind the Software Preservation Society (sort of the Amiga version of the 64PP) his goal is to preserve bit-perfect copies of original software as well as learn more about and document copy protection schemes. He'll supply you with images of the software you send him and he works closely with the GameBase 64 and other such sites to make sure that everything is available (I guarantee you that some of the software you've used over the years is only available because of Pete). What he doesn't do is make the images available through his site as a precaution against possible legal hassles or toot his own horn. He is one of a number of people who are quietly working away so as to ensure that Commodore's place is in history isn't lost or forgotten.

At first glance, it does look rather strange.  But I would not want to appear to discredit someone's good work for the community.
